We permit a mailing list of 4,300 maximum per hosting account. If your mailing list is bigger than 4,300 use a bulk email service such as Vertical Response, Sendgrid or Mail Chimp or a dedicated server.
To effectively deliver emails to your list of 4,300, trottle your mailing list application to send 1 email every 20 seconds. This configuration will enable you send 180 emails every hour, which puts you slightly below the 200 allowed outgoing mail limit. Your account will not suffer any ratelimitting when you do this, and all your emails are likely to get delivered.
Sending emails of any kind without trottling will cause the server to attempt sending all emails in 1 second. However, because only 200 is allowed per hour, only the first 200 will actually get delivered. The remaining will fail although the server will keep trying to send them. This will increase server load, cause slowness and can potentially crush the server.
It is technically not possible to send more than 200 emails per hour per shared hosting account. No matter how hard you try to split your mailing list into smaller chunks in one account, emails will be counted on account level and limits will be enforced automatically. Attempting to illegally send to a list exceeding 4300 does no one any good. You will still not be able to reach more than 200 per hour. But your actions will also cause server overload and may land you a terminated service.
